Ouh!! Brushes!! Now i understand. What kind of setting did you used? Btw, is it Photoshop? I need to now the basic setting to make the brush scattered just like in your deviations.

yeah it's photoshop!
just take a soft brush and drawn some shape on your doc.
next, you can play with different settings (color, blending option...)
